Minister Zhong Shan Attends and Addresses the 11th WTO Ministerial Conference

       On 11 December, Zhong Shan, Minister of Commerce of the People’s Republic of China, heading a Chinese government delegation, attends and addresses the MC11 Plenary in Buenos Aires, Argentina’s capital.

In his statement, Zhong Shan stresses that the 19th National Congress of the Communist Party of China was successfully held in October, which established the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the Party Constitution. In his report to the Congress, President Xi Jinping made it clear that China supports the multilateral trading system and pushes for an open world economy.


Zhong Shan states that economic globalization is an irreversible historic trend and a major driving force for global economic growth. WTO rules provide crucial institutional safeguard for economic globalization and serve our common interests. In the face of new situations and challenges, China stands ready to work with WTO members and guide the process of globalization towards a more open, inclusive, balanced and win-win direction that will benefit all. China is also willing to help WTO members in need implement the negotiation outcomes of the agreement and help the LDCs integrate into the multilateral trading system. During the conference, China signed an MOU with the WTO Secretariat on the 7th phase of the China Program.


Zhong Shan stresses that China has always been a firm proponent of economic globalization and the multilateral trading system. The Belt and Road initiative proposed by President Xi Jinping has been commended and well-received by over 140 countries and more than 80 international organizations. A month ago, President Xi Jinping told business leaders at the APEC Business Summit in Da Nang of Vietnam that China would open its market wider and pursue more comprehensive development. In the next 15 years, it is estimated that China will import US$24 trillion worth of goods and make US$2 trillion of outbound investment. In November next year, China will host the first China International Import Expo in Shanghai. The CIIE is a big step for China to promote economic globalization and open up its market as well as a public good that it provides for inclusive and mutually-beneficial global growth. China will facilitate all countries in their participation and give more preferences to developing countries and the LDCs. We welcome active participation by WTO members.


The Conference is attended by Ministers or representatives from 164 WTO members and some observers. Vice Minister Qu Dongyu of Agriculture, Vice Minister Wang Shouwen of Commerce and China’s Ambassador to the WTO Zhang Xiangchen are also inthe Chinese delegation.

The MC11, which opened on December 10, will discuss the future directions of the work of the Organization, and strive to negotiate on a series of issues for outcomes.
